Nuisance Wildlife and Animal Control in Bartow

A pack of dogs that killed a rabid raccoon had to be euthanized Thursday after it was learned the animals were not protected by rabies vaccinations.

Animal Control officials are reviewing whether the man who fed and housed the dogs should be held accountable for failing to provide the animals with proper vaccination. They are also trying to determine if the man, whose name is being withheld, was the dogs' owner or if he simply fed strays.

Animal Control Supervisor Mr. Dean euthanized a female border collie and basset hound-mix, a female terrier-mix and three mixed-breed border collie puppies after laboratory tests returned positive for rabies on a raccoon killed by the dogs.

None of the dogs were up-to-date on their rabies vaccination.

State law mandates that anyone who keeps, owns or harbors a dog or any animal, is responsible for making sure it has received proper vaccinations.

Mr. Dean said even if criminal charges are levied against the man, judges are rarely harsh in such cases.

"We have a window of up to one year to file charges on anyone but this is a little more serious thing - there possibly will be criminal charges. But basically ... the judges just usually give a fine and a court cost, and throw it out."

Dogs aren't given the same leeway in rabies cases.

Under state law, a dog that has not received the proper vaccine and is believed to have come in contact with a rabid animal can only avoid being euthanized if the owner agrees to keep it in quarantine.

Dr. Hanson said the quarantine option can be detrimental to the dog.

"It's devastating to the psyche of the dog," Dr. Stephen said. "They don't understand why they're locked in a cage with no human contact. You can feed and water them but it's supposed to have no physical contact for six months."

Quarantine is necessary to insure the safety of other animals and people who may come in contact with the potentially sick animal, he said.

The dogs in the incident were a crawl space beneath the man's home when the raccoon attacked. The dogs eventually killed the raccoon.

Once the man found remains of the raccoon, he placed the dogs in his basement to keep them away from other animals and humans and reported the case to the Health Department, Dean said.
